CRE Mahlon Apgar Receives Ballard Award

MAHLON APGAR, CRE, RECEIVES WILLIAM S. BALLARD AWARD
Miami ý The Editorial Board of Real Estate Issues presented its 2002 William S. Ballard Award to Mahlon Apgar IV, CRE, a director at The Boston Consulting Group. The honor, given annually by The Counselors of Real Estate, recognizes the author whose work best exemplifies the high standards of content maintained in the organization's 28-year old professional journal, Real Estate Issues. Apgar authored two pieces that were found to be worthy of this recognition during the year 2002.
Apgar's piece, "After the 11th...enduring effects on real estate," appeared in the Summer 2002 edition of Real Estate Issues. His article, "Deconcentration: A Strategic Imperative in Corporate Real Estate" appeared in the Fall/Winter 2002 issue, a special edition that accompanied "Global Cities in an Era of Change," an International Real Estate Symposium sponsored by The Counselors of Real Estate at the Harvard Design School in September 2002. Both articles concern the ways in which recent crises including the events of September 11, 2002, and the collapse of Enron, have necessitated dramatic revisions in corporate real estate practices, including strategically planned infrastructure and the geographic decentralization of corporations.

Apgar was appointed by President Clinton as Assistant Secretary of the Army in 1998 and served until 2001. In that role, he had overall responsibility for the worldýs largest real estate portfolio and supply system, including the design, construction, operations, and maintenance of all Army installations; base closings, redevelopment, acquisitions, and disposals; logistics, including transportation, storage, and distribution; and environmental conservation, compliance, and clean up.
